All Military Technology is Relative Against a Reactive Enemy

A new conceptual white paper argues that the United States must rethink its approach to modern warfare, especially as adversaries adapt quickly to new technologies. The core of the American way of war has long been the "kill web" concept: linking every sensor to every shooter across all domains-air, sea, land, space, and cyber. This integrated approach is meant to create seamless tactics and training that overwhelm an enemy with speed and precision.

However, the paper warns that all military technology is relative. What gives the U.S. an edge today can become a vulnerability tomorrow. A reactive enemy studies American systems, finds their weak points, and develops countermeasures. The very connectivity that makes the kill web powerful also creates potential entry points for disruption. The paper stresses that the U.S. cannot rely on technological superiority alone. Instead, it must constantly evolve its operational concepts and training to stay ahead of an opponent who is watching and learning. The real advantage lies not in any single piece of hardware, but in the ability to adapt faster than the enemy can react. Without that flexibility, even the most advanced network becomes just another target.
