California's newly appointed Chief Information Officer, Chris Given, steps into the role as the state grapples with a familiar set of government technology challenges. Given, who officially took over the position this month, inherits a sprawling IT ecosystem that serves nearly 40 million residents across dozens of agencies. His central mission is clear: transform technology from a source of frustration into a seamless tool for public service.
In his first public remarks since assuming the post, Given emphasized that state systems should not create roadblocks for citizens or employees. Now at the top, he plans to focus on interoperability between agencies, faster project timelines, and better user experience for Californians applying for benefits, licenses, or permits.
The challenge is significant. California has a history of high-profile IT project failures and cost overruns. Given acknowledged these risks but expressed confidence that incremental improvements, combined with stronger vendor accountability, can change the trajectory. He also stressed the importance of cybersecurity, noting that protecting citizen data is non-negotiable as the state expands its digital footprint.
For now, Given is in a listening phase, meeting with agency heads and technology staff to identify the most pressing bottlenecks. His early message is one of cautious optimism: technology should enable progress, not stand in its way.
